HOA Guidelines
Effective: January 1, 2026
The Homeowners Association (HOA) of Estrella de Mar Xpuha has established the following guidelines to preserve the beauty, exclusivity, and harmonious living standards of our community. All residents, property owners, and their guests are expected to comply with these guidelines.
1. Architectural Standards
- All exterior modifications, renovations, or new construction must be submitted to the Architectural Review Committee (ARC) for approval prior to commencement.
- Properties must maintain the established Mediterranean and contemporary tropical aesthetic consistent with the Estrella de Mar design language.
- Exterior paint colors must be selected from the approved community palette available from the HOA office.
- Landscaping must be maintained to community standards, with particular attention to the beachfront visual corridor.
2. Common Areas & Amenities
- The beach club, infinity pool, and tennis courts are reserved exclusively for residents and their registered guests.
- Pool hours are 7:00 AM – 10:00 PM. No glass containers in pool areas.
- Residents may bring a maximum of four guests to shared amenities at any one time.
- Beach club reservations for events of more than 10 people must be coordinated with the concierge 48 hours in advance.
3. Noise & Quiet Hours
- Quiet hours are observed from 10:00 PM to 8:00 AM Sunday through Thursday, and 11:00 PM to 9:00 AM on Friday and Saturday.
- Outdoor music and entertainment must be kept at a reasonable volume at all times.
- Construction activities are permitted Monday through Friday, 8:00 AM to 5:00 PM only.
4. Vehicles & Parking
- All vehicles must be registered with the HOA and security gatehouse.
- Speed limit within the community is 15 km/h.
- Parking is permitted only in designated areas. Street parking must not obstruct emergency access routes.
- Commercial vehicles and delivery trucks may only enter the community during approved service hours (7:00 AM – 6:00 PM).
5. Rentals & Short-Term Leasing
- Short-term rentals of less than 30 days require prior HOA approval and registration.
- Property owners are responsible for ensuring tenants and guests comply with all community guidelines.
- Rental guests must be provided a copy of these HOA guidelines upon arrival.
6. Environmental Stewardship
- Residents are encouraged to minimize plastic use in alignment with the community's commitment to preserving the Riviera Maya coastline.
- No unauthorized clearing of native vegetation is permitted.
- Sea turtle nesting areas on the beach are strictly protected. Night lighting near the beachfront must comply with turtle-safe standards.
7. HOA Fees & Assessments
Monthly HOA fees are due on the 1st of each month. Fees cover security, common area maintenance, landscaping, amenity operations, and community management. Late fees apply after the 15th of each month. Special assessments may be levied by majority vote of the HOA board for capital improvements.
8. Enforcement & Violations
Violations of these guidelines may result in written warnings, fines, or suspension of amenity privileges. Residents have the right to appeal any enforcement action to the HOA Board within 30 days of receiving notice.
